The McKinsey and Company $83 million CARES Act Jackpot

The CARES Act authorized the Coronavirus Relief Fund, a $150 billion fund for state and local governments. The funds were intended for pandemic response and business assistance, and many of these governments chose to spend them on consulting services from McKinsey and Company.
A total of $83 million in payments were reported to the consulting agency famous (or infamous) for its involvement in scandals ranging from the Enron collapse to corruption in South Africa, and most recently its involvement in the opioid crisis.
Here are all the Coronavirus Relief Fund payments to McKinsey and Company reported by state and local goverments:
Ohio payments to McKinsey: $27.4 million
Ohio reported five payments to McKinsey and Company. Purposes included consulting for a COVID testing strategy and data dashboard.
California payments to McKinsey: $11.8 million
California reported one payment to McKinsey and Company for lab supplies for COVID-19 testing.
New Jersey payments to McKinsey: $8.3 million
New Jersey reported two payments to McKinsey and Company for "administrative expenses" and "economic support".
Michigan payments to McKinsey: $8 million
Michigan reported four payments to McKinsey and Company for:
- Consulting Services for COVID-19 response to include data modeling and analysis, and action planning for the State
- COVID-19 Program Management Consultation Support
- Labor, travel, expenses, and support services associated with the COVID-19 SEOC team
- Economic Recovery Planning
Massachusetts payments to McKinsey: $7.2 million
Massachusetts reported four payments to McKinsey and Company for:
- Emergency COVID-19 Command CTR
- Provide data analytics support to DPH's COVID-19 response and recovery efforts
- FY21 support for reopening schools due to COVID-19
- Provides support reopening schools due to COVID-19
New York payments to McKinsey: $5.1 million
New York reported one payment to McKinsey and Company for "logistics related to the COVID-19 response".
Maine payments to McKinsey: $4.6 million
Maine reported one payment to McKinsey and Company for Unemployment Insurance consulting.
Tennessee payments to McKinsey: $3 million
Tennessee reported one payment to McKinsey and Company to "support unified command".
District of Columbia payments to McKinsey: $2.5 million
Washington, DC reported two payments to McKinsey and Company for "analysis, economic and workforce development strategy advisory services, and communications services to inform investment and deployment of relief funds".
Illinois payments to McKinsey: $1.5 million
Illinois reported one payment to McKinsey and Company for IT support for COVID response.
New Hampshire payments to McKinsey: $1.5 million
New Hampshire reported two payments to McKinsey and Company for "services to assist the State in development and implementation of an economic recovery plan".
Washington state payments to McKinsey: $1.3 million
Washington reported one payment to McKinsey and Company to "to provide agency with a Governor's Decision Support Tool specific to Washington State".
Virginia payments to McKinsey: $573,680
Virginia reported one payment to McKinsey and Company for "coordination of full scale public safety response to the novel virus COVID-19; Public Health Contractual Services, Personal Protective Equipment, and Testing".
Denver, Colorado payments to McKinsey: $143,500
Denver reported one payment to McKinsey and Company to "provide economic strategy, development and planning assessment services".
